Each comparison here is generated from two provider records and shows only fields we have verified from primary sources. A comparison publishes when both provider records have cleared our data gate, and not before.

How these are built
A comparison page is not written; it is generated from the two underlying provider records. That has a useful consequence: a comparison cannot claim something the provider record does not hold with a source. If a field is unverified on the profile, it is unverified in the comparison.
It also means a comparison cannot be published early. Both records have to clear the data gate first. Drafts stay readable and stay out of search indexes, and they list what is missing.
Why there is no "winner" badge
Because "which is better" is not a property of two providers. It is a property of your headcount, your states, your class codes and your tolerance for a long contract. Where we publish a verdict, it is segmented by buyer type and the reasoning is on the page.
A single winner per comparison is what you write when the goal is a click, not a decision.
One URL per pair
Every pair resolves to one canonical URL in alphabetical order. The reverse direction is a permanent redirect, not a second page. Two near-identical pages competing for the same query is a self-inflicted wound.
