First: certification changes everything
Leaving a certified PEO mid-year preserves federal wage bases already paid (Social Security stops once earned); entering a new non-certified PEO can restart them - meaning double FICA for employees past the threshold. The sequence that works
- Data out first. Export full payroll history, YTD taxes by jurisdiction, and benefits enrollment per exit data rights - before giving notice.
- Notice arithmetic. Read the term, auto-renewal window and any termination fee: notice clauses. Time the exit date to the payroll calendar, not the calendar month.
- SUI mapping. Confirm whether your experience-rated accounts transfer or the new PEO's pooled rate applies per state.
- Benefits dating. Align the medical effective date to avoid even a one-day gap; COBRA/continuation triggers if misaligned.
- Cutover payroll. First run parallel-checked: gross-to-net matched employee-by-employee against the old provider's last stub.
